CONSTITUTION OF THE TERRE HAUTE NORTH HIGH SCHOOL AMATEUR RADIO CLUB
Article I
Name
Section 1
The name of this organization shall be the Terre Haute North High School Amateur Radio Club (THNHSARC), and may be referred to as the (THNHSARC) or the (K9THN) Ham Radio Club.
Article II
Purpose / Objectives
Section 1
To promote and advance amateur radio communications and experimentation at Terre Haute North High School, as well as further the welfare of the high school and community.
Section 2
To assist in the licensing, preparation process of high school non-amateurs into the exciting world of amateur radio.
Section 3
To help in the advancement of high school amateurs, by aiding in the Theory and Morse elements of FCC amateur license upgrading exams.
Section 4
Foster education in the field of electronic communication and disseminate knowledge and information by electronic means.
Section 5
Provide emergency communication in the event of a natural disaster in the community.
Article III
Membership
Section 1
Membership in the THNHSARC shall be open to all Past or present high school students of the Vigo County School Corporation, as well as their Family, School staff, and faculty Past or Present.
Section 2
Membership may not be denied because of race, creed, color, religion, gender, sexual orientation, political affiliation, marital status or any other reason that would be biased or prejudicial.
Section 3
Full Membership:
- Hold a current valid Federal Communication Commission (FCC) Amateur Radio License.
- Show an interest in the THNHSARC by regular use of the club station using practices which conform to good amateur practice as established by the ARRL and attending and taking part in meetings and/or functions of the THNHSARC.
- Meet Faculty Advisor Approval.
Associate Membership:
- Show an interest in the THNHSARC by attending and taking part in meetings and/or functions of the THNHSARC.
- It is not necessary to hold an amateur radio license.
- Meet Faculty Advisor Approval.
Section 4
Voting Privileges
- Only full members will be considered active voting members of the THNHSARC and can participate in;
- The election of Officers at the annual meetings.
- Voting on matters put before the membership by the board of directors.
Section 5
Dues
- No dues will be required unless changed by the board of directors.
Section 6
Cancelation of Membership
- The board of directors can cancel the membership of any member, as they see fit with or without cause by notifying the member in writing.
- A member can cancel their membership and be removed from the roster of the THNHSARC at any time by submitting a written request to the board of directors.
- Must be approved by Faculty Advisor.
Officers
Section 1
Officers
- THNHSARC Trustee of the Club Radio Station shall be appointed by the Faculty Advisor or be the Faculty Advisor.
- All visitors, educators (other than high school full time faculty and staff) parents, guest, and volunteers are required to pass a Vigo County Corporation criminal background check and meet Faculty Advisor approval before receiving a visitors pass at the visitor front desk check in during school business hours.
- Elected officers of THNHSARC shall be; president, vice president, secretary. (May be student or adult)
- The treasurer position shall be held by the Faculty Advisor.
- Any officer position may be held by the Faculty Advisor and or any adult Trustee. The Faculty Advisor may hold multiple positions.
Section 2
Elections
- The THNHSAEC shall elect a president, vice president and secretary once a year, at the start of the Fall semester, they shall be appointed at the first official club meeting, and will serve their position until the election of the following year.
- At the start of the fall semester when terms of office expire, elections will be held for officers of the next term. At this election, a THNHSARC member may be voted into an office position, with Faculty Advisors approval, by being democratically voted in by a 50% +1 majority vote of current voting members of the club at the meeting. The Faculty Advisor also holds the right to appoint said positions.
Section 3
Additional Positions
- Additional office positions and titles may be added to the constitution on an as needed basis. Their job description and term may be written into the constitution following the above election criteria.
Section 4
Officer Duties
- Advisor: The Advisor shall be a Terre Haute North faculty member that oversees the authority and makes all decisions pertaining to the Amateur Radio Club. Power is granted to the Advisor to oversee all appointees of every office.
- President: The President shall be the principle executive board officer and shall have the following duties:
• Call, preside over, and adjourn all meetings.
• Call special meetings, as required.
• Schedule all activities of the Amateur Radio Club.
• Appoint any temporary committees or officers, as needed.
• Perform other duties as required by the Faculty Advisor.
- Vice President: The Vice President shall assume the duties of the President in the event of the President’s absence. In addition, the Vice President shall have the following duties:
• Serve as the liaison for the THNHSARC and the Student Government Association.
• Assist the president in the execution of his or her duties
- Secretary: The Secr1etary shall have the following duties:
• Keep a current roster listing all members.
• Keep a record of all activities of the club.
• Maintain minutes of all club meetings.
• Notify all members of upcoming meetings.
• Perform other duties as assigned by the President or Advisor.
- Treasurer: The Treasurer shall consist the Faculty Advisor. The Treasurer shall maintain the financial records for the club and distribute necessary reports to its members. In addition, the treasurer will be responsible for drafting the annual budget for the club. The Treasurers shall be responsible for keeping an accurate accounting of any and all property owned by the THNHSARC. The Treasurer may singularly provide the signatory of the THNHSARC bank account.
Section 5
Vacancies of Office
- In the event of a vacancy in the office of the President, the Vice President shall assume the duties of the President until the next regular election.
- In the event of a vacancy in any other office, the Advisor or President may temporarily appoint a person to fill the position until an election can be held.
Article V
Removal of Officers
Section 1
Removal of Officers
- Grounds for the removal of an officer include, but are not limited to:
1. Violation of school policy
2. Failure to perform the duties required of the office
3. Failure to comply with local, state, and/or FCC laws and regulations
4. Removal by the faculty advisor.
Article VI
Section 1
Finances
- Finances are handled by the Treasurer which consists of the Faculty Advisor.
- The Treasurers shall maintain the financial records for the club and distribute necessary reports to its members.
- The Treasurer will be responsible for drafting the annual budget for the club.
- The Treasurer shall be responsible for keeping an accurate accounting of any and all property owned by the THNHSARC.
- The Treasurers may singularly provide the signatory of the THNHSARC bank account.
Article VII
Meetings
Section 1
Schedule
- Meetings for the purpose of business and non-business shall be scheduled by the President or Advisor at least once per calendar year, preferably each trimester.
Section 2
Quorum
- A quorum at business meetings shall consist of a two-thirds majority of voting members, or at least 3 voting members, whichever is greater.
Rules of Procedure
- The current edition of “Robert’s Rules of Order, Newly Revised”, shall govern the conduct of all meetings.
Motions
- Any active voting member present may make or second a motion during a general membership meeting. Voting shall be by active voting members present only, there will be no proxy voting allowed.
Article VIII
Dissolution of Possessions
Section 1
Qualification for Dissolution Consideration
- A request of dissolution by the Vigo County Corporation School Board
- A request from the High School Principle, club faculty Advisor.
- A request or mandate by the Federal Communication Commission
Section 2
Disposal of Possessions
- After dissolution has been approved in the preceding action, the disposal of the THNHSARC assets shall be as follows:
The Faculty Advisor holds the right to sell, Transfer, or give away any club property.
Any proceeds may be rolled into the Schools Electronics Program.
Article IX
Ratification and Amendment
Section 1
Ratification
- The constitution must be ratified by a two-thirds majority of the full membership.
Amendment
- The constitution may be amended by a two-thirds majority of the full membership.
Article X
Affiliation and Policies
The Terre Haute North High School Amateur Radio Club will be affiliated with the Amateur Radio Relay League and is subject to ARRL policies and procedures for amateur radio clubs.
The Terre Haute North High School Amateur Radio Club shall operate in accordance with all rules and regulations set forth by the Federal Communications Commission as defined in Part 97.
The Terre Haute North High School Amateur Radio Club will operate in full accordance with the policies of The Vigo County School Corporation as defined in the Student Handbook. This includes, but is not limited to, policies concerning discrimination and conduct.
